The Wise are organized into 12 Domains which are, essentially, departments of state. Each of these Domains is headed by a Grand Sapient who are collectively known as the "Twelve". The diagram shows each of the Domains and the associated duties which each is required to carry out.

The Twelve not only match the 12 lunar months, which is the reason why they use the moon-eye cypher, but also thus to the twelve calendar months whose colours they match.
